EY's 2026 Technology Pulse Poll surveyed 500 US technology executives and found that 52% of department-level AI initiatives operate without formal approval. Half of all real AI work happening inside large enterprises is happening outside the formal approval process.
Writer's 2026 enterprise AI survey found that 79% of organizations face challenges adopting AI, a double-digit increase from 2025, with 75% of executives admitting their AI strategy is "more for show" than actual internal guidance. Three out of four executives know their stated AI strategy is not what their organization actually runs on.
McKinsey reports that only 21% of organizations feel adequately prepared to govern AI risk. The same research warns that delegating AI governance to IT alone is, in their phrase, "a recipe for failure."
Microsoft's WorkLab research uses the term BYOAI, Bring Your Own AI, to describe what is happening underneath all of this. 76% of businesses have active BYOAI use. Their framing matters. This is not a failure of compliance. It is a gap between what employees need and what the organization provides.

Why The Gap Is Structural
Most coverage of this problem reaches for the same conclusion. Better governance frameworks. Tighter controls. More CEO-level oversight.
All of that is correct. None of it is sufficient.
The structural reason the gap persists is that large enterprises are not actually one company making one set of decisions. They are dozens or hundreds of teams making their own decisions inside policies written broadly enough to cover everyone, which means those policies do not give specific guidance to anyone in particular.
A corporate AI policy that says "ensure data privacy and human oversight" is correct. The difference is whether someone with the right expertise helped you build it.
